Strategy notes
Metropolitan Social Compacts develops the PopulationControl discipline within Bio-Social Dominion. Build a large, resilient workforce and disciplined service culture through medicine, institutions, and population policy. Its immediate value is -4% fleet wages. The principal counterpressure is that high consumption and concentrated social systems are vulnerable to unrest, espionage, and supply disruption.
Player hints
This is a specialization milestone. Reaching it reveals stronger combinations, but broad tier-three investment will slow every capstone. Favor this technology when its PopulationControl benefits reinforce your current economy, fleets, or frontier. Pause the branch if its expected RP per tick is too diluted or its resource costs would stall higher-priority projects.
