Hold valuable systems through shields, layered orbital defense, disciplined ground forces, and coordinated production. Its immediate value is +65% Shield Strength, +15% Space Defence; +5% Espionage. The principal counterpressure is that siege, blockade, espionage, and expansion around fortified systems can make static strength irrelevant.
