Hold valuable systems through shields, layered orbital defense, disciplined ground forces, and coordinated production. Its immediate value is +50% Shield Strength, +20% Space Defence; +5% Ground Defence; +6% Wages. The principal counterpressure is that siege, blockade, espionage, and expansion around fortified systems can make static strength irrelevant.
